After three months of intense competition and a groundswell of support for many candidates, Executive Mosaic is pleased to announce that DeEtte Gray, president of U.S. operations at CACI International, has won the popular vote for the esteemed 2025 Wash100 Award.
Every January, Executive Mosaic—the government contracting industry’s leading events and media organization—inducts 100 public and private sector leaders into the Wash100. These individuals are the leaders of tomorrow for the industry, the most innovative, reliable, high-achieving and visionary change-makers in GovCon. (Browse the full list of 2025’s Wash100 awardees.) After the winners are unveiled, a popular vote is held for the next three months, through the end of April. This competition garners attention across the industry and provides an opportunity for the general public to weigh in on their favorite recipients.
2025 Wash100 Popular Vote Winner
Only one illustrious executive can capture the public’s imagination. This year, it is nine-time Wash100 winner DeEtte Gray, who received a record-breaking nearly 2,000 votes to clinch the top spot. Gray directs all U.S. business for the multi-billion dollar CACI enterprise, overseeing strategy and tech initiatives, the company’s various verticals (IT, space, C3I, cyber and more) and more than 20,000 team members.
“DeEtte’s commanding win in this year’s Wash100 popular vote is a powerful testament to the admiration she’s earned across the government contracting arena,” said Executive Mosaic CEO and Wash100 Award Founder Jim Garrettson.

Booz Allen, SAIC, Government Provide Fierce Competition

CACI had an undeniable victory in the popular vote race this year, as its CEO John Mengucci, a six-time Wash100 recipient, came in second just behind Gray. However, flanking this seemingly unstoppable CACI pair were several formidable challengers.
Booz Allen Hamilton, whose now-retiring executive Judi Dotson won the 2024 Wash100 popular vote, was CACI’s fiercest rival in the 2025 race. The company’s Global Defense Sector President Andrea Inserra came in third; its Defense Technology Group President Steve Escaravage (who also placed in the top five last year) came in fourth for this year’s edition; and CEO Horacio Rozanski placed fifth. Booz Allen steadfastly held a majority of the top five slots—a race well run!
Rounding out the top 10 were a few powerful government officials: Department of Government Efficiency figurehead and noted entrepreneur Elon Musk; Homeland Security Secretary Kristi Noem; and Department of Defense 5G specialist Juan Ramírez.
SAIC’s CEO Toni Townes-Whitley also made a valiant showing at number six, while first-time Wash100 winner Scott Edwards of Summit 7 Systems had a strong debut in tenth place.
