John Heneghan, consulting transformation officer at Everforth — formerly ASGN — and former president of ECS, has been named a 2026 Wash100 Award recipient, marking his fifth consecutive appearance on Executive Mosaic’s annual list of the most influential leaders in government contracting.
Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award, presented the honor to Heneghan during a recent visit to the Everforth office.
Everforth officially launched as the new brand for ASGN on Tuesday, April 28, bringing the company’s engineering and technology capabilities under a unified identity.
Why Did John Heneghan Win the 2026 Wash100 Award?
Heneghan was selected for his leadership in advancing artificial intelligence-driven transformation, cybersecurity capabilities and enterprise modernization efforts across federal missions.
Garrettson pointed to Heneghan’s impact leading ECS through a year of growth in priority areas such as AI, cyber, cloud-based mission environments and modeling and simulation.

“John’s 2026 Wash100 Award, his fifth straight, is a celebratory moment,” Garrettson said. “His more than 10 years of leadership experience at CGI Federal and ECS gives him an expert understanding of emerging technology services such as data and artificial intelligence, cybersecurity and machine learning for federal customers.”
He also highlighted Heneghan’s consistent ability to deliver mission-focused outcomes for government clients.
“John’s five Wash100 awards reflect his respect and success helping government customers achieve their essential missions. We’re excited for his plans for the upcoming year,” Garrettson added.
Under Heneghan’s leadership in 2025, ECS strengthened its role in major national security initiatives, including continued support for the National Geospatial-Intelligence Agency’s Maven program, where the company has served as the AI interoperability integrator since 2017. The company also secured key contract wins, including a potential $104 million Canyonlands award from NGA to advance AI capabilities.
ECS further expanded its footprint through a position on the Treasury Department’s $20 billion PROTECTS blanket purchase agreement via its 1CyberForce joint venture, along with cybersecurity work supporting the Cybersecurity and Infrastructure Security Agency. Additional efforts included growth in health-focused AI solutions through a collaboration with SAS and continued support for the Army’s One Semi-Automated Forces program.
Who Is John Heneghan?
Heneghan is a GovCon executive with deep experience leading federal technology and mission-focused services organizations, particularly in artificial intelligence, cybersecurity and enterprise transformation.
He transitioned to his current role at ASGN, now Everforth, in February 2026, where he helps drive the company’s strategy to become an AI-led global digital engineering provider. He previously served as president of ECS, overseeing the company’s federal IT services business and its growth across key technology markets.
Before becoming president in 2022, Heneghan was chief operating officer at ECS, responsible for customer delivery, business operations and business development. He also held senior leadership roles focused on enterprise solutions delivery for federal civilian and defense agencies.
He spent more than six years at CGI Federal, where he led a portfolio supporting the Department of Homeland Security, U.S. Coast Guard and Office of Personnel Management. Heneghan also held executive roles at SPS Consulting and Stanley Associates, building a track record of contract growth and operational leadership across the GovCon sector.
