SAIC’s Barbara Supplee Accepts 2026 Wash100 Award

Barbara Supplee, executive vice president of SAIC’s Army Navy Business Group, has received the 2026 Wash100 Award in recognition of her leadership in advancing naval readiness, undersea warfare innovation and next-generation training capabilities supporting U.S. military missions.

Jim Garrettson, CEO of Executive Mosaic, presented the award to Supplee during a recent visit to the SAIC headquarters. 

“Barbara’s extensive resume of success with some of GovCon’s largest integrators made her an exemplary choice for her first Wash100 Award,” said Garrettson, the founder of the Wash100 Award. “She quickly worked up the ranks to executive positions at CACI, GDIT and SAIC, where she now leads one of SAIC’s highest-profile divisions.”

Garrettson also noted that Supplee’s government experience positions SAIC to deliver capabilities aligned with defense and intelligence mission requirements

“Barbara’s time in Navy intelligence and at the National Geospatial-Intelligence Agency means she knows exactly where technology meets the mission,” he said. “Whether it’s securing impressive contracts for core naval technologies or collaborating with rising firms for paradigm-shifting technologies, Barbara has defined herself as an essential force in GovCon.”

Why Did Barbara Supplee Win the 2026 Wash100 Award?

Supplee earned her first Wash100 Award for driving SAIC’s efforts to modernize naval operations through advanced training environments, undersea technologies and integrated digital capabilities that enhance mission readiness.

Under Supplee’s leadership, SAIC secured several key Navy contracts supporting training and undersea systems. In August 2025, the company was awarded a $202 million contract to continue delivering training products and services under the Navy’s Fleet Deployment Training Program. The work includes live, virtual and constructive training environments designed to prepare fleet commands and operational units ahead of deployment.

SAIC also received a $242 million follow-on contract in November 2025 to operate, maintain and modernize the Navy’s Propulsion Test Facility in Newport, Rhode Island. The facility serves as a key hub for undersea weapons propulsion testing, supporting torpedo systems, unmanned underwater vehicles and submarine sensor technologies.

Beyond contract execution, Supplee has emphasized the importance of emerging technologies in maintaining undersea superiority. SAIC is developing multimission autonomous systems designed to support surveillance, decoy operations and other undersea capabilities critical to contested environments.

She has also highlighted the role of partnerships with startups, academia and defense innovators in accelerating the development and deployment of these technologies.

In parallel, Supplee has overseen efforts to integrate autonomous platforms into naval command-and-control environments. In November 2025, SAIC partnered with HavocAI to combine its Joint Range Extension communications backbone with autonomous maritime systems, enabling distributed networks of sensors and platforms that enhance maritime domain awareness.

“The ability to integrate autonomous vessels into our command-and-control architecture provides warfighters with increased awareness and operational flexibility,” Supplee said of the collaboration.

The effort aligns with the Department of War’s Combined Joint All-Domain Command and Control vision, supporting more connected and responsive decision-making across domains.

Who Is Barbara Supplee?

Supplee is a defense and technology executive with extensive experience leading programs that directly advance U.S. military and intelligence community operations.

As executive vice president of SAIC’s Army Navy Business Group, she oversees strategy, business development and program execution in support of the Army, Navy and Marine Corps.

She joined SAIC in 2023 after serving as vice president and general manager of the Navy and Marine Corps division at General Dynamics Information Technology. Her career also includes leadership roles at CACI International and BAE Systems.

Prior to entering the private sector, Supplee held leadership roles in the federal government, including as chief of doctrine and chief collection officer at the National Geospatial-Intelligence Agency.
