What Is Oracle’s Government Defense & Intelligence Business?

Oracle’s government defense and intelligence business helps Department of War and intelligence community agencies advance modernization, manage large volumes of data and mitigate cyberthreats by providing distributed cloud, embedded AI tools and purpose-built applications.

In June 2025, Oracle launched a defense ecosystem designed to help startups secure government contracts by providing them with various capabilities from the company and its partners, including Oracle Sales Support and Secure Cloud Computing Architecture Compliance.

“And as we’re seeing with the new administration, the barriers to entry are decreasing significantly, but there still is an upfront investment that a lot of companies need to make to be able to successfully do business with the government,” Lynch told Defense One at the time. “We felt that this innovation ecosystem was a great way to be able to combine the power of a large tech company with smaller tech companies to provide solutions to the government.”

In October, the company expanded the Oracle Defense Ecosystem by unveiling the second cohort of company participants.

Who Is Kim Lynch?

Lynch is a seasoned business leader who advances national security efforts and programs for the intelligence community and the Departments of War and Homeland Security.

As an EVP at Oracle, she leads the company’s federal business supporting defense, intelligence and national security customers. Before joining Oracle, she spent 24 years at Booz Allen Hamilton.

Strategic Federal Partnerships Accelerating Cloud Modernization

A defining element of Lynch’s leadership has been her focus on forging strategic partnerships that accelerate government modernization at scale. Under her direction, Oracle partnered with the General Services Administration to help federal agencies migrate on-premises Oracle products and third-party databases to Oracle Cloud.

Oracle’s momentum extended across multiple civilian and scientific agencies. The Department of Agriculture added Oracle Cloud Infrastructure to its STRATUS program, streamlining agency-wide access to secure cloud services. The Centers for Medicare and Medicaid Services selected OCI to consolidate and move select on-premises workloads to the cloud.

In the research and high-performance computing arena, the Department of Energy’s Argonne National Laboratory partnered with NVIDIA and Oracle to build the Solstice and Equinox supercomputers.

Supporting Military Agencies

Under Lynch’s leadership, Oracle has expanded its defense footprint through key military partnerships and contract wins. The Department of the Air Force deployed Oracle Fusion Cloud Applications to modernize core business functions. Oracle also secured a position on the Missile Defense Agency’s $151 billion SHIELD contract vehicle and earned a Joint Warfighting Capability Cloud task order from the Department of the Navy to support secure cloud migration and digital transformation efforts.

Advancing AI Across Federal Missions

Oracle is strengthening its role in federal AI modernization through partnerships and secure infrastructure built for mission-critical environments. The company is supporting the Office of Personnel Management’s U.S. Tech Force initiative to accelerate AI implementation across government and is collaborating with DOE to advance AI and high-performance computing efforts, including the Genesis Mission.

The company is also enabling agencies to deploy generative and agentic AI capabilities to improve productivity and mission performance.

Accelerating Government Digital Transformation

In an interview with Cloud Wars, Lynch discussed the federal government’s ongoing digital transformation and efforts to modernize legacy systems while maintaining regulatory compliance. She outlined Oracle’s contribution through Oracle Cloud Infrastructure, which is designed to support large-scale mission workloads and AI integration on a consumption basis.
