Why Is Joshua Rudd Winning the 2026 Wash100 Award?
Rudd is being recognized for assuming leadership of CYBERCOM and NSA, two organizations responsible for defending U.S. military networks, conducting cyber operations and delivering signals intelligence to national security decision-makers.
The Senate confirmed Rudd in a 71–29 vote, clearing the way for him to be promoted to four-star general and assume the dual-hatted leadership role overseeing the nation’s cyber warfighting and cryptologic enterprise.
In this position, he is responsible for strengthening cyber defense capabilities, integrating cyber operations with military strategy and ensuring intelligence and cyber tools support combatant commanders operating in complex global security environments.

As a special forces officer, he’s commanded at every echelon from Operational Detachment Alpha to Group. During his confirmation process, Rudd outlined several priorities for the nation’s cyber and intelligence operations.
He emphasized the need to accelerate the use of automation, artificial intelligence and machine learning to help identify threats faster and strengthen the defense of national security systems and military networks. According to Rudd, these technologies can enable cyber teams to analyze data at greater speed and scale while anticipating adversary activity.
Another priority is strengthening collaboration across government agencies, industry and critical infrastructure operators. Rudd said sharing timely and actionable intelligence with partners is essential to defending national security systems and protecting the defense industrial base from cyber threats.
“When we work across the government and with industry, we proactively harden core technologies we all rely upon and disrupt adversary campaigns at scale,” he wrote in his response to questions from Congress following his confirmation hearing. “If confirmed, I will continue to expand upon this industry and interagency collaboration model, to build and maintain the strong relationships required to quickly get intelligence into the hands of those who need it.”
He also underscored the importance of balancing cybersecurity with privacy protections and civil liberties, noting that intelligence activities must operate within the law while safeguarding Americans’ rights.
Shaping Strategy at Indo-Pacific Command
Before his confirmation, Rudd served as deputy commander of U.S. Indo-Pacific Command, where he helped oversee operations and strategic planning across the Indo-Pacific region, an area that accounts for more than half of the globe and remains central to U.S. defense strategy.
He previously served as chief of staff at INDOPACOM, supporting coordination across joint forces and allied partners while helping integrate advanced technologies and information capabilities into operational planning.
During his tenure at the command, Rudd highlighted the importance of networked warfare, emphasizing that modern military systems must be integrated through a unified architecture capable of moving data and information at the “speed of war.”
“If you can’t network all these systems capabilities together on an architecture that enables us to connect and apply and move data, move information, move updated software at the speed of war, none of that works,” Rudd explained at AFCEA’s TechNet Indo-Pacific Conference in late 2025.
He described the ability to connect sensors, weapons systems and command networks across domains as a defining trend shaping future conflict and enabling decision advantage for military leaders.

Who Is Lt. Gen. Joshua Rudd?
Rudd is a career U.S. Army Special Forces officer with decades of leadership experience across joint and special operations organizations.
He assumed the duties of deputy commander of the USINDOPACOM in September 2024. His previous assignments include chief of staff at INDOPACOM, commander of Special Operations Command Pacific, deputy commanding general for operations of the 25th Infantry Division and leadership of the 1st Special Forces Command.
Rudd also led joint special operations task forces and has supported numerous combat deployments, including Operation Enduring Freedom, Operation Iraqi Freedom, Operation New Dawn and Operation Inherent Resolve.
He earned his commission through the Reserve Officers’ Training Corps program. He holds a bachelor’s degree in political science from Furman University and a master’s degree in strategy and national security from the Naval War College.
His military education includes the U.S. Army War College, Naval Command and Staff College, Infantry Officer Advanced Course and Quartermaster Officer Basic Course.
Throughout his career, Rudd has received numerous military honors, including multiple awards of the Defense Superior Service Medal, Legion of Merit and Bronze Star Medal.
