Who Are the Wash100 Award Winners from AI?
Kim Lynch
Oracle
2024, 2025
Lynch has landed a pair of Wash100 Awards for her advocacy of innovation and supplying federal agencies with AI and cloud technologies that meet their mission-critical requirements.
She helped Oracle remain as the Army’s modernization teammate. The company in October announced that the service moved its online human resources service, Integrated Personnel and Pay System-Army, to Oracle’s US Defense Cloud. This improved the security of sensitive data and provided cloud computing capabilities to Army personnel.
Lynch also led an Oracle initaitive to advance AI and cloud capabilities through big investments and significant industry collaborations. This included investments of over $1 billion and $1.2 billion to broaden AI and cloud services in Spain and Malaysia, respectively.
David Levy
Amazon Web Services
2018–2021, 2024, 2025
Levy has won an impressive six Wash100 Awards for his work leading technological innovation and earning major federal contracts. AWS, with Levy’s guidance, is leading digital transformation efforts across the federal government.
AWS and Levy are championing general AI, or GenAI, use through the AWS Public Sector Generative AI Impact Initiative. Through this 24-month effort, the company is delivering promotional credits, technical expertise access and training to the Generative AI Innovation Center to speed up GenAI adoption.
Levy and AWS teamed with Booz Allen to develop advanced technology applications for defense, civil, intelligence and commercial missions. Through this partnership, the firms will provide cybersecurity, cloud migration and GenAI technologies to enable federal agencies to digitally modernize.
Jeff Bohling
Empower AI
2024, 2025
Bohling won his second of two Wash100 Awards in 2025 for his work accelerating modernization in federal technology, specifically in AI. Empower AI, with Bohling’s leadership, was awarded a broad agency agreement from the Defense Logistics Agency to improve warfighter readiness through machine learning.

Troy Bertram
Google Cloud
2025
Bertram made his Wash100 Award debut in 2025 for his work at Google Cloud utilizing partnerships to provide new technologies to federal customers. The company in April 2024 opened a center of excellence created with Accenture Federal Services that provides access to AI tools such as the enterprise-focused Vertex AI.
Google Cloud, under Bertram, also secured high authorization under the Federal Risk and Authorization Management Program, or FedRAMP, for more than 100 Google Cloud services to enable a variety of federal mission use cases.
Steve Escaravage
Booz Allen
2022–2025
Escaravage played a key role in creating Booz Allen’s AI business and building it to its current position as market leader. Previously the senior leader in the analytics practice and AI business, Escaravage led the delivery of AI offerings, data science and machine learning to customers and took charge of the development of analytics strategy and vision.
He was also selected to chair Executive Mosaic’s 4×24 AI Group, a significant honor that allowed Escaravage to organize gatherings and create dynamic interactions between AI experts, decision makers and thought leaders across GovCon.
Amy Gilliland
GDIT
2018–2025
Gilliland has earned eight consecutive Wash100 Awards for her leadership and innovation in AI. With her leadership, GDIT issued a technology strategy to progress investments in key areas including AI.
As part of that strategy, GDIT rolled out a slate of digital accelerators and mission solutions that facilitated the rapid and affordable application of advanced capabilities, including AI. She also led the acquisition of Iron EagleX, a provider of AI and other technology services to the U.S. intelligence community and special operations forces.
