Tedford, a first-time Wash100 winner, assumed leadership of DCMA during a pivotal period for defense acquisition, as the Department of War prioritizes speed, resilience and industrial base modernization.

As director, Tedford oversees a global organization responsible for managing more than 311,000 contracts valued at approximately $8.5 trillion. His role places him at the center of efforts to ensure that critical military capabilities are delivered on time, meet quality standards and support operational readiness across the joint force.

“Vice Adm. Tedford’s first Wash100 Award marks his entry into this elite class of executives in GovCon. He’s done it all in his 35-year Navy career, including leadership positions at PEO Unmanned Aviation and Strike Weapons, vice commander of Naval Air Systems Command and commander of the service’s operational test and evaluation force,” Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award, commented.

Accelerating Acquisition Timelines

Tedford will be instrumental in accelerating the delivery of warfighter capabilities and equipment as head of DCMA. During a change-of-leadership ceremony held in December, Michael Duffey, under secretary of war for acquisition and sustainment and a 2026 Wash100 Award winner, emphasized the need for urgency to ensure warfighters have what they need when they need it.

“Success will require a relentless focus on urgency,” Duffey stated. “We need to compress timelines, accelerate decision-making, and get capabilities into the hands of our warfighters as quickly as possible.”

Strengthening the Defense Industrial Base Through Data and AI

Tedford will oversee the implementation of DCMA’s new five-year strategy designed to overhaul operations. The strategy includes expanding the use of artificial intelligence and machine learning to improve visibility into contractor performance, supply chain risks and cybersecurity vulnerabilities.

Another key focus is improving acquisition speed and efficiency through automation and the deployment of modern digital tools. DCMA plans to reduce acquisition life cycle processing time by leveraging technology to streamline workflows and adapt to increased digitalization across the defense acquisition environment.

The agency is also working to enhance affordability and value by standardizing cost and pricing processes and embedding advanced technologies into its operations. These efforts are intended to strengthen purchasing power while improving organizational agility.

In parallel, DCMA is investing in workforce and infrastructure modernization, including transitioning away from legacy systems, improving data security and advancing zero trust compliance. The strategy also emphasizes closing skills gaps and aligning talent with emerging mission requirements.

Supporting Unmanned Systems and Emerging Capabilities

Tedford’s leadership comes as DCMA expands its role in supporting emerging technologies, including unmanned aerial systems. In September, the agency launched US-X program to oversee the Blue UAS Cleared List and accelerate certification and deployment of drones and related components.

DCMA also introduced the Contract Management Offices, Vertical Lift and Fixed Wing, in July to ensure more efficient service delivery to military personnel. 

These efforts are designed to reduce acquisition timelines, lower costs and increase access to secure, mission-ready systems for military users.

Who Is Stephen Tedford?

Vice Adm. Tedford assumed command of DCMA in December following Senate confirmation and his promotion to three-star rank.

He previously served as program executive officer for unmanned aviation and strike weapons at Naval Air Systems Command, where he oversaw the development and delivery of advanced aviation and weapons platforms.

A career naval aviator and test pilot, Tedford has accumulated more than 3,100 flight hours across 40 aircraft. His operational experience includes deployments supporting Operations Southern Watch and Iraqi Freedom as part of the U.S. 5th Fleet, where he logged more than 250 combat flight hours.

Tedford has also held senior leadership roles, including commander of the Operational Test and Evaluation Force, vice commander of NAVAIR and deputy program manager for the Electromagnetic Aircraft Launch System and Advanced Arresting Gear.

He holds a bachelor’s degree in aerospace engineering from Pennsylvania State University and a master’s degree in aeronautical engineering from the Naval Postgraduate School.
