Pavan Pidugu, chief digital and information officer at the Department of Transportation, has accepted his first Wash100 Award. How Is DOT Restructuring for Enterprise-Wide Transformation?

At the core of Pidugu’s strategy is the “OneDOT” vision, which seeks to unify technology, data and operations across all transportation modes.

“How do we unify that much strength and the cross leverage between the modes of transportation?” Pidugu said at the 2026 Digital Transformation Summit, highlighting the challenge of aligning historically siloed organizations.

To address this, DOT consolidated its IT functions into a centralized structure under the Office of the CDIO.

“We have ensured that there is no longer a shadow IT within the DOT,” Pidugu said, emphasizing a shift toward unified governance and accountability.

The department has also introduced shared services and digital factories, which serve as mission-aligned development hubs that deliver scalable solutions.

“Each of the factories will be responsible for specific areas of businesses,” he said, adding that this model ensures both execution and coordination across the enterprise.

A key objective is simplifying the technology environment by eliminating redundant systems.

“We don’t want all four factories building grant solutions. We want one grant solution,” Pidugu said, underscoring the push for standardization.

Why Does Pidugu Emphasize Speed and Execution?

Speed has become a defining principle of DOT’s transformation strategy under Pidugu.

“We don’t want to do any projects that are years long. If we can’t deliver in three to six months, we drop the idea,” he said at the summit.

This marks a significant cultural shift toward rapid iteration and outcome-driven delivery, with a clear expectation for measurable value in short timeframes. He stressed that transformation success depends less on technology itself and more on execution.

“The tech is the easiest part,” he said, noting that meaningful change requires rethinking “our people” and “our processes” alongside the tools being deployed.

What Message Did Pidugu Share With Industry?

Pidugu’s message to industry partners signals a shift in how DOT engages with contractors — moving toward collaboration and outcome-based partnerships.

“I’m not interested in vendors. I’m interested in talking to partners that know our problem,” he said. “Come with the roadmap of how we can actually realize a value creation in a three to six months’ timeframe.”

Who Is Pavan Pidugu?

Pidugu assumed the chief digital and information officer role at the Department of Transportation in February 2025, bringing more than two decades of government and private sector experience.

Previously, he served as chief technology officer at the Federal Motor Carrier Safety Administration, where he led modernization initiatives to improve safety systems and streamline operations.

His private sector background includes leadership roles focused on digital transformation, product development and enterprise platforms at Walmart, NCR and Target.
