In a significant shift during Week 12 of the Wash100 Popular Vote, CACI’s DeEtte Gray has emerged as the new frontrunner, securing 1,430 votes and overtaking longtime leader Andrea Inserra of Booz Allen, who now stands at 1,335 votes. This marks a milestone week for CACI, as John Mengucci also climbs to third place with 1,326 votes.

Gray and Mengucci’s combined surge has pushed Booz Allen’s Steve Escaravage and Horacio Rozanski to fourth and fifth place, now with 1,100 and 1,085 votes, respectively.

Wash100 Top 10: Tony Towns-Whitley, Juan Ramirez Move Up

Gen. Charles Brown Jr., former Chairman of the Joint Chiefs of Staff, continues to hold strong at sixth place with 945 votes, maintaining steady support. Toni Townes-Whitley of SAIC moves up to seventh with 910 votes, overtaking Elon Musk, who is now in eighth with 862 votes.

Juan Ramirez of the Office of the DOD CIO, gains ground at 777 votes, climbing to ninth place. Rounding out the top 10 is Scott Edwards of Summit 7 Systems with 763 votes.

Key Movers Outside Wash100 Top 10

Craig Abod of Carahsoft stays close to the top 10 with 755 votes. Homeland Security Secretary Kristi Noem and Defense Secretary Pete Hegseth follow with 746 and 717 votes, respectively.

State Secretary Marco Rubio gains momentum with 698 votes, while Venice Goodwine of the U.S. Air Force hits 688. The White House’s Tom Homan rises to 592, maintaining his position in the mid-tier.

Returning names like Stephanie Mango of CGI Federal and CIA Director John Ratcliffe are tied at 459 votes. David Levy of AWS follows closely with 419.

Emerging Wash100 Popular Vote Names & Consistent Performers

SAIC’s Josh Jackson with 406, ManTech CEO Matthew Tait with 391 and Vincent DiFronzo of SAIC with 385 continue to hold their ground.

Aperio Global CEO Earl Stafford Jr. rose slightly to 383, while ServiceNow’s Casey Coleman reached 366. Jane Rathbun of the U.S. Navy with 353, Google Cloud’s Troy Bertram with 350, and VADM Frank Whitworth III with 344 votes also continue to trend upward.

Susan Wedge of IBM Consulting with 339 and Anthony Robbins of NVIDIA with 326 close out this week’s top 30.
