Oracle EVP Kim Lynch Accepts 2026 Wash100 Award

Kim Lynch, executive vice president of government defense and intelligence at Oracle, has received the 2026 Wash100 Award from Executive Mosaic. Her third consecutive Wash100 Award recognizes her role in advancing the adoption of cloud technologies across federal agencies, enhancing artificial intelligence integration within mission environments and extending Oracle’s influence in defense and intelligence modernization efforts.

Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award, personally presented the honor to Lynch during a visit to the Oracle office.

Why Did Kim Lynch Win the 2026 Wash100 Award?

Lynch’s latest Wash100 Award celebrates her leadership in aligning Oracle’s advanced, scalable infrastructure with the defense and intelligence sectors’ urgent need for secure, AI-ready technologies. Under her guidance, Oracle secured a massive April 2025 Army cloud and storage task order, underscoring her ability to deliver mission-critical technology at scale.

Under Lynch’s leadership, Oracle’s government defense and intelligence unit has become a cornerstone of federal modernization, helping agencies manage massive datasets and neutralize cyberthreats through distributed cloud and embedded AI. A key pillar of this strategy is the Oracle Defense Ecosystem, launched in June 2025 and expanded in October, to help startups secure government contracts by providing essential capabilities, such as Oracle Sales Support, Oracle NetSuite, Palantir for Builders and Secure Cloud Computing Architecture compliance.

“We felt that this innovation ecosystem was a great way to be able to combine the power of a large tech company with smaller tech companies to provide solutions to the government,” Lynch told Defense One.

Lynch’s 2026 Wash100 honor is further supported by Oracle’s significant 2025 contract awards, including a spot on the Missile Defense Agency’s $151 billion Scalable Homeland Innovative Enterprise Layered Defense contract vehicle and a task order under the Joint Warfighting Capability Cloud contract. The company also collaborated with other organizations to champion modernization. Oracle partnered with the Department of Energy, HPE and NVIDIA to develop advanced supercomputing systems. It also signed a memorandum of agreement with the DOE to promote the use of AI to advance scientific discovery and drive innovation. The company also collaborated with the Office of Personnel Management to advance AI adoption across federal agencies.

Who Is Kim Lynch?

Lynch is a veteran business executive focused on advancing national security missions across the intelligence community and federal civilian agencies. In her current role, she leads Oracle’s government defense and intelligence business, delivering cloud, AI and data technologies to support defense, intelligence and homeland security customers. Prior to joining Oracle, Lynch spent 24 years at Booz Allen Hamilton, where she held leadership roles supporting federal clients.
