2025 has proven to be a landmark year for CACI International, cementing its position as a leader in the GovCon industry. From securing high-profile government contracts to earning prestigious accolades, CACI’s achievements this year have captured industry attention and established new benchmarks in innovation, leadership and execution.
CACI Shines in the 2025 Wash100 Season
One of the most significant milestones this year for CACI was having executives finish first and second in the 2025 Wash100 Award popular vote! Since its creation in 2014 by Executive Mosaic—the industry leader in GovCon media, membership and events—the Wash100 Award has stood as the pinnacle achievement in GovCon, honoring the executives who embody these core traits in their work
This year, DeEtte Gray, CACI’s president of U.S. operations and nine-time Wash100 Award winner, was awarded the coveted Wash100 popular vote winner title, dominating the competition with nearly 2,000 votes—the most ever. In 2024, Judi Dotson, Booz Allen Hamilton president of global defense and two-time Wash100 Award winner, was the first popular vote winner to break the 1,000 vote barrier.
Executive Mosaic CEO Jim Garrettson described Gray’s win as more than a reflection of individual prowess. It showcased how CACI’s leadership inspires admiration across the industry. He noted, “DeEtte’s commanding win exemplifies the depth of respect and trust CACI has cultivated in the GovCon arena.”
CACI’s Wash100 success didn’t end there. CACI President CEO John Mengucci, a six-time Wash100 winner, secured the second position, confirming the depth of leadership excellence within the company. This powerful duo led CACI to an unmatched feat, setting a record as a dominant presence in this year’s competition.
High-Impact Partnerships Across Critical Federal Programs
CACI also demonstrated its technological and operational impact in 2025 with high-profile partnerships across the U.S. Navy, Army, and Space Force. These collaborations underscore the company’s pivotal role in strengthening America’s defense capabilities through advanced, innovative solutions.
Navy Spectral Contract
One standout achievement was CACI securing a $143 million delivery order under the Navy’s Spectral IDIQ program. This effort focuses on delivering electronic warfighting capabilities to enhance the Navy’s ability to counter emerging global threats. The enabling kits provided by CACI aim to empower sailors with more effective tools for decision-making during missions, ensuring the Navy remains at the technological forefront of modern naval warfare.
Army Product Manager Ground Sensors
Further contributions came with a potential $54 million task order supporting the U.S. Army’s Product Manager Ground Sensors. Through this partnership, CACI is advancing ground sensor systems and multi-sensor suites using state-of-the-art technologies such as AI, autonomy and human-machine interfaces. The systems are meant to improve soldiers’ target acquisition, situational awareness and battlefield command and control during 24/7 operations.

Space Force Enterprise Space Terminal Prototypes
CACI’s global vision extends beyond terrestrial borders as highlighted by its collaboration with the U.S. Space Force’s Space Systems Command. CACI was among three companies selected to develop long-range space laser communication terminals as part of the second phase of the $100 million Enterprise Space Terminal program.
This follows the completion of the program’s first phase, where four contractors presented their preliminary design review, or PDR. With three of the four vendors selected for the project, the SSC intends to build the industrial base for long-range laser communications terminals.
These innovations, built for superior scalability and efficiency, solidify CACI’s dominance in on-orbit communications while addressing the Department of Defense’s complex space challenges.

Navy SeaPort Next Generation
CACI continues to be a key player in revolutionizing the naval landscape through the SeaPort Next Generation contract framework. The company landed a potential five-year, $66 million task order from the U.S. Navy to help the service streamline its acquisition of professional support services.
The Navy expects to procure roughly $5 billion in services annually through this vehicle. In January, the Navy awarded contract positions to 1,023 companies as part of SeaPort NxG’s second rolling admissions.
The company’s deployment of engineers for the Naval Surface Warfare Center Carderock Division exemplifies its commitment to leveraging tech and data-driven insights for mission-critical needs such as submarine control and maneuvering simulations and the development of autonomous ships and systems.
A Landmark Year of Leadership and Innovation
CACI’s 2025 achievements represent more than just milestones; they demonstrate the company’s ongoing commitment to redefining excellence in government services and defense innovation. Under the leadership of DeEtte Gray and John Mengucci, CACI has excelled in providing cutting-edge, software-defined solutions and building critical defense systems that assert U.S. global leadership.
The company’s excellence in fostering innovation, cultivating public-private partnerships, and delivering value across domains has set new benchmarks for what’s possible in GovCon.
