Weis earned his Wash100 Awards for demonstrating leadership in information technology and cyber readiness. While chief information officer of the U.S. Navy, he created three initiatives to standardize and coordinate IT modernization across the service and achieve savings to further invest in cybersecurity: Operation Flank Speed, which was the Office 365 implementation; Operation Cattle Drive, an application rationalization effort; and Super Nova, which seeks to consolidate analytics tools and systems used across the department.
Weis spearheaded a cooperative research and development agreement between the Naval Postgraduate School and Microsoft to assess the potential military applications of commercial technologies. This ambitious arrangement brought together two major institutions for innovation and development to analyze highly challenging issues involved with integrating and adopting emerging technologies for national security. He also kicked off an identity and access management campaign across the Navy by using the Navy enterprise resource planning system with 75,000 users.
Andreas Nonnenmacher

A two-time Wash100 Award winner, Nonnenmacher led ARKA’s growth through impressive acquisitions and investments. He led the acquisition of Maxar’s radar sensor tech group, which bolstered the firm’s status in advanced sensing and satellite systems by allowing it to provide stronger and more nimble services to its customers’ growing mission requirements.
ARKA expanded a facility in Connecticut to grow development of small satellite systems and payloads and satisfy growing customer needs. The company spent $85 million to build a 14,000-square-foot facility where sub-meter aperture electro-optical/infrared telescopes and payloads would be built, integrated and tested.
Under Nonnenmacher’s leadership, ARKA was awarded the Connecticut Medal of Technology in 2024 for its contributions to national security and science that bolstered the state’s economy such as job opportunities through community outreach.

Under his guidance, Splunk’s cloud service platform achieved the Defense Information Systems Agency’s Impact Level 5 provisional authorization. This allowed it to host controlled unclassified information for government agencies.
Rowan has more than 30 years experience as an advisor to the Department of Defense, federal value-added resellers and other systems integrators. Ling achieved her two Wash100 Awards for her significant work implementing emerging technologies such as AI across the federal government and in supporting its effort to become more efficient. She led critical partnerships such as Microsoft’s partnership with OpenAI, Palantir and prestigious federal agencies to bring ground-breaking technologies to intelligence, defense and civilian sectors.
She led efforts to advance collaboration efforts across the federal government to provide access to advanced audit logs amid threats of adversary attacks on U.S. assets. Ling and Microsoft Federal also created several partnerships with goals of advancing AI and other critical technologies, including one with Synthetaic for creating Rapid Automatic Image Categorization, an AI-based image processing capability. Another was with MITRE for an update of the ATLAS knowledge base by adding entries about generative AI-related vulnerabilities.
John Zangardi

Zangardi won his two Wash100 Awards for effectively implementing a technology strategy through consulting and practitioner services with a specific emphasis on AI and machine learning. He achieved an intimate familiarity with the demanding technological requirements and plans of the federal government through his experience as acting DOD CIO and principal deputy CIO as well as Department of Homeland Security CIO.
Zangardi led the effort to win a potential three-year contract from the U.S. Air Force Rapid Sustainment Office to provide AI-powered data analysis capabilities to help the service better predict aircraft part and component failures. As a thought leader in the cybersecurity industry, Zangardi has been a vocal proponent of diverse IT ecosystems to combat the growing threat of cyber attacks. He advocated for both DOD and the federal government that resilience based on blended offerings be built into IT solutions to deliver a diverse, layered and secure IT defense.
Julian Setian

Setian has earned an impressive four Wash100 Awards through his leadership securing SOSi major deals to support federal government and DOD missions worldwide. Through his guidance, SOSi landed a task order valued at $493 million to support U.S. Special Operations Command by providing technical and mission support to SOCOM and other combatant command partners.
SOSi, under Setian, also teamed with Peraton to contribute network engineering, cyber defense and information assurance to the U.S. Army’s Regional Cyber Center-Europe, which monitors, operates and defends the DOD Information Network in Africa and Europe. Setian led SOSi to selection by the Air Force and Defense Information Systems Agency for task orders under the $385 million Mission Partner Environment Network Engineering Services contract.
Setian also guided SOSi to a Defense Intelligence Agency task order to help the Missile and Space Intelligence Center speed up its military intelligence analysis production by providing the MSIC with data science and AI capabilities.
Mile Corrigan
Noblis

Corrigan landed three Wash100 Awards by leading Noblis to key federal contracts. Under her guidance, Noblis was selected by the Defense Threat Reduction Agency as a prime contractor on the $4 billion Combating Weapons of Mass Destruction program indefinite-delivery/indefinite-quantity contract. This program seeks to disincentivize the pursuit and possession of weapons of mass destruction as well as blunt existing and emerging WMD threats.
A Noblis subsidiary, Noblis MSD, landed a position on Naval Sea Systems Command’s USV Family of Systems multiple award IDIQ contract, a five-year $982 million award that calls for the development and maintenance of unmanned surface vehicle systems and subsystems.
Corrigan also led Nobils to other significant federal agency contracts. These include a spot on the FBI’s $8 billion Information Technology Supplies and Support Services 2nd Generation multiple-award blanket purchase agreement, the largest IT contract vehicle created by the agency.
Shubhi Mishra

Mishra tallied a pair of Wash100 Awards through her work securing pace-setting DOD contracts.
She landed an Air Force contract to provide IT integration 2.0 and cloud computing services. Raft, under Mishra’s leadership, won a Pacific Air Forces contract to provide a Hawaii air operations center with advanced software.
Mishra earned a Space Rapid Capabilities Office award to create a cloud-based satellite operations infrastructure for a command and control effort. This is in addition to securing a position on a possible five-year, $900 million IDIQ contract to provide commercial data software products and services to assist the U.S. Space Force tackle its mission requirements.
Mishra has built upon her 15 years of data and technology experience and transformed Raft into an established presence in the defense contracting industry.
David Wajsgras
Intelsat

Wajsgras has earned a whopping eight Wash100 Awards for his ongoing leadership and influence in the satellite communications industry. He led Intelsat toward a possible merger with SES in a deal that could be worth as much as $3.1 billion.
Wajsgras also directed Intelsat to make a $250 million purchase of more capacity from the Eutelsat Group’s OneWeb low Earth orbit constellation to grow Intelsat’s global network. Intelsat also signed a contract with Northrop Grumman subsidiary SpaceLogistics for the Mission Extension Vehicles, a slate of satellite servicers that could improve the life of spacecraft in geosynchronous Earth orbit.
Shortly after Wajsgras took over as CEO, Intelsat launched a new connectivity service—Cloud Connect Media—to help programmers securely access both the IntelsatOne Media Network and Amazon Web Services.
