In January, Executive Mosaic, the leading organization for government contracting events and media in the Capital region, announced its 2025 class of Wash100 Award winners, the most influential and promising executives across both the public and private sectors of GovCon.
Since then, the company has kicked off its annual popular vote competition for the award, allowing the public to cast 10 votes for their favorite recipient from this year’s group. The voting period runs from late January to late April, with the winner revealed in May.
This week’s update to the rankings has seen notable changes. While several prominent figures remain at the top, new names have emerged, and some established leaders have made significant jumps.

New Faces, Shifting Positions at the Top
Scott Edwards, the CEO of Summit 7 Systems and first-time Wash100 Award winner, and Allocore CEO Bill Webner continue to hold their dominant positions at top 1 and 2, respectively. Meanwhile, Aretum CEO Rohit Gupta, last week’s top 3, fell two places to 5.
He was overtaken by another first-time awardee, Elon Musk, the Tesla and SpaceX CEO linked to the newly formed Department of Government Efficiency. Musk climbed from top 7 in the previous ranking to top 4 this week. SAIC CEO Toni Townes-Whitley solidified her position in the top 5, climbing two spots to 3.
Several key public officials have made their presence felt in the top 10, with Homeland Security Secretary Kristi Noem surging to the top 7 and Defense Secretary Pete Hegseth maintaining his position at 8. Meanwhile, State Secretary Marco Rubio breaks into the upper echelon, rising from 13 to 9.
Another rising star entering the top 10 is Gen. Charles Brown Jr., Chairman of the Joint Chiefs of Staff, who went up from 11 to the top 6.
New Challengers
Several new names have joined the upper rankings for the first time or made big jumps. Harish Luthra, CEO of SAP National Security Services, and Andrea Inserra, Booz Allen’s EVP, entered at 22 and 24, respectively.
ManTech CEO and President Matthew Tait and Carahsoft President Craig Abod also join this week’s top 30, coming in at 25 and 26, respectively.
These early shifts highlight the evolving competition, making the March-April stretch an exciting race toward the top of the Wash100 standings.
