In February 2026, he took on additional responsibilities as acting director of the General Services Administration’s Technology Transformation Services and senior adviser to the administrator, expanding his role in driving federal digital initiatives.

Why Did Gregory Barbaccia Win the 2026 Wash100 Award?

Barbaccia’s 2026 Wash100 recognition reflects his role in reshaping how the federal government approaches technology, service delivery and operational efficiency.

Since taking office, he has prioritized a shift from fragmented, agency-specific systems to a more unified, enterprise-wide model for IT and digital services. A key element of this effort is his leadership under the Government Service Delivery Improvement Act, where he serves as the federal government’s service delivery lead.

In that role, he has emphasized user-centric design, standardized performance metrics and the reduction of duplicative systems, with the goal of delivering a modern, streamlined experience for the public.

He has also pushed for a “one-government” approach to digital services, including efforts to standardize design and user experience across federal websites to improve accessibility and consistency for citizens.

Artificial intelligence is another central focus of his leadership. Barbaccia has supported initiatives such as the U.S. Tech Force program, which aims to recruit technical talent to accelerate AI adoption and strengthen the federal workforce’s digital capabilities.

He has backed modernization efforts in cloud security through reforms aimed at streamlining authorization processes and accelerating the adoption of secure cloud technologies.
