Prioritizing Military Modernization
During his testimony for the Department of War Fiscal Year 2026 budget request, Caine highlighted the need to modernize the military. He noted that integrating emerging technologies will help maintain military readiness against evolving global threats.
Key priorities include modernizing the Nuclear Triad, investing in drone technology and cybersecurity, funding the Golden Dome defense system and the F-47 fighter program, and expanding shipbuilding efforts and munitions production. He also emphasized efforts to reduce wasteful spending and redirect resources toward critical mission needs.
Caine emphasized the need for the joint force to adopt advanced artificial intelligence and algorithmic tools to help commanders and Pentagon leaders assess and manage complex global threats. He highlighted the potential of a “global risk algorithm” to provide clearer insight into the military’s operating environment and help decision-makers anticipate risks while minimizing the chance of unintended escalation.
Strengthening Global Partnerships
Caine also advocates stronger alliances, noting that the proposed $961.6 billion budget would help integrate the joint force on a global scale. He highlighted efforts to achieve full operational control of the U.S. southern border and collaborate with partners in Panama to ensure cost-neutral transit of U.S. warships and auxiliary vessels through the Canal. At the same time, the U.S. is enhancing its Indo-Pacific posture to deter China, investing in capabilities to maintain a competitive edge, and strengthening partnerships across the region. Caine also underscored the military’s readiness to preserve stability and freedom of navigation in strategic areas, such as the Red Sea.
“I think we’re ‘relationship entrepreneurs’ within the joint force, which requires us to work together with the military, our allies and partners, industry and — of course — the interagency, to be connected before the crisis begins,” Caine said.

Caine also emphasizes a better quality of life for service members and their families, including investments in barracks and base housing, reforms to the military relocation process to reduce cost and stress, and efforts to strengthen care within the defense healthcare system.
Leading High-Impact Strategic & Combat Missions
Operation Absolute Resolve
In January 2026, Caine oversaw Operation Absolute Resolve, the U.S. military’s mission that led to the capture of Venezuelan leader Nicolás Maduro. The operation demonstrated the integration of cyber, electronic warfare, space, autonomous systems, intelligence and traditional airpower, showing how emerging defense technologies can be applied effectively in real‑world, high‑risk missions.
Operation Midnight Hammer
In June 2025, Caine played a key role alongside Michael Kurilla, commander of U.S. Central Command, in overseeing Operation Midnight Hammer, a highly coordinated strike on Iranian nuclear facilities aimed at degrading Tehran’s nuclear infrastructure. The mission involved a large package of B‑2 Spirit stealth bombers, decoy aircraft and precision-guided weapons.
Who Is Dan Caine?
Caine is the 22nd chairman of the Joint Chiefs of Staff, serving as the nation’s highest-ranking military officer and principal military adviser to the president, the secretary of War and the National Security Council. Confirmed by the Senate and elevated to four-star rank in 2025, Caine oversees joint-force operations across air, space, cyber, intelligence and electronic warfare domains.
Over the course of a diverse career, Caine has served in a range of national security roles across the intelligence community, military and executive branch. He was most recently the associate director for military affairs at the CIA and the director of special access programs within the Office of the Secretary of Defense. He also held leadership roles with the Combined Joint Task Force – Operation Inherent Resolve, the Joint Special Operations Command and the National Guard. He served in the Air Force as an F-16 instructor pilot and weapons officer, and was a policy director for the Homeland Security Council at the White House.
In parallel, he developed a career as a defense entrepreneur, investor and adviser. He chaired the defense and national security advisory board at Voyager Space and served as a venture partner at Ribbit Capital and Shield Capital, as well as an adviser to Thrive Capital. He also served as president of Mayday Manufacturing.
Caine co-founded Rise Air, where he served as chief operating officer prior to its acquisition by Surf Air in 2017. He also co-founded MultiMission, Global Risk Reduction, BMS Group and Patriot Technologies Group.
What Is the Joint Chiefs of Staff?
The Joint Chiefs of Staff is the senior group of military leaders, including the chairman, vice chairman, chief of staff of the Army, chief of naval operations, chief of staff of the Air Force, commandant of the Marine Corps, the chief of the National Guard Bureau and the chief of space operations. The group is responsible for providing strategic guidance, coordinating among the branches and serving as the principal military adviser to civilian leadership. It does not have direct operational command over combat forces. Operational control is exercised through the combatant commanders.
