AWS Worldwide Public Sector Leader David Levy Earns Seventh Consecutive Wash100 Award for Advancing Federal Cloud & AI Modernization

David Levy, vice president of worldwide public sector at Amazon Web Services, has been named a 2026 Wash100 Award recipient — marking his seventh consecutive recognition on Executive Mosaic’s annual list of the most influential leaders across the government and contracting landscape.

Levy is being honored for accelerating federal digital transformation initiatives, expanding AWS’ classified cloud footprint, strengthening public-private artificial intelligence collaboration, and helping position cloud and AI as foundational infrastructure for national security, scientific discovery and civilian modernization efforts.

Why Is David Levy Winning the 2026 Wash100 Award?

Levy’s seventh Wash100 distinction reflects AWS’ expanding role in large-scale federal cloud and AI adoption.

A major milestone under his leadership was the company’s expanded participation in the General Services Administration’s OneGov agreement, which provides up to $1 billion in cloud services, modernization credits and training support to federal civilian agencies.

Levy has also prioritized the secure deployment of AI across classified environments. In early 2025, AWS made its Amazon Bedrock machine learning service generally available within its Top Secret cloud region — extending generative AI capabilities to national security customers operating in classified domains.

The company further strengthened its classified cloud architecture with plans for a second Secret cloud region, enabling multiregion resiliency for defense and intelligence workloads while advancing AI innovation in secure environments.

Later in 2025, Amazon announced a $50 billion investment to expand AI and supercomputing infrastructure across AWS Top Secret, Secret and GovCloud (US) environments in support of U.S. government missions — reinforcing AWS’ long-term commitment to federal AI leadership.

Who Is David Levy?

Levy was appointed to his current role in October 2023. Prior to his appointment, he served for over six years as AWS vice president of U.S. government, nonprofit and global healthcare.

Before joining AWS, Levy spent more than 12 years at Apple, where he led U.S. government sales and helped drive adoption of mobile technologies across federal, state and local agencies. Earlier in his career, he co-founded Sulla Technology Group, a data center services company supporting higher education institutions and state and local governments.

He holds a bachelor’s degree in international economics from Texas Tech University and serves on healthcare and innovation-focused boards, including M Health Fairview Health System and Children’s National Medical Center.

Expanding AWS’ Federal AI & Cloud Footprint

With Levy as vice president for worldwide public sector, AWS has strengthened partnerships aimed at scaling AI, cybersecurity and cloud modernization across federal agencies.

The company expanded its collaboration with Booz Allen Hamilton to deliver generative AI, zero trust security frameworks and cloud migration capabilities supporting intelligence, defense and civilian missions.

AWS also introduced a federal addendum to the Standard Contract for AWS Marketplace to streamline procurement processes and accelerate agencies’ access to third-party software offerings.

In March 2025, AWS achieved Federal Risk and Authorization Management Program compliance for AWS Verified Access and Amazon EMR Serverless, expanding zero trust and big data capabilities available to federal customers.

The company also supported federal science and energy initiatives through AI collaborations with national laboratories, including Idaho National Laboratory and Lawrence Livermore National Laboratory, integrating generative AI and high-performance computing into nuclear energy research and mission-critical operations.

Supporting Defense & National Security Missions

AWS continues to deepen its role in defense technology efforts focused on speed, resiliency and decision advantage.

The company secured a spot on the $151 billion Scalable Homeland Innovative Enterprise Layered Defense contract supporting the Trump administration’s Golden Dome missile defense initiative. SHIELD is designed to support a broad range of activities tied to layered homeland defense, including research and development, systems engineering, prototyping, experimentation, modernization and sustainment.

AWS also supports Defense Innovation Unit-led modernization efforts, including logistics optimization and a hybrid space architecture project, which fuses commercial and government capabilities to deliver secure, agile communications for military operations.
