Precision Talent Solutions also made several strategic leadership appointments in 2025 to support its expansion across consulting, sales and international markets.
The company appointed Jason Hutchison as director of consulting services; Bisrat “Biz” Zelalem as sales manager; and Jim Bowden as senior adviser for the European defense sector.

Who Is Jake Frazer?
Frazer is a 27-year government contracting industry veteran who founded Precision Talent Solutions in 2016.
He entered the GovCon sector in 1999 and has built a career supporting federal programs and overseas government operations, including experience across major integrators and mid-sized contractors.
Frazer has played an active leadership role across the GovCon community, including multiple terms on the board of the International Stability Operations Association, where he helped expand membership and elevate engagement with senior government and industry leaders.
The former U.S. Army cavalry officer was the co-owner and chief operating officer of international supply chain company TWI. After his military service, he joined KBR as a project manager.
