GDIT President Amy Gilliland Wins 9th Wash100 Award for Driving AI, Cloud & Defense Modernization

Executive Mosaic has named Amy Gilliland, executive vice president and president of General Dynamics Information Technology, as a 2026 Wash100 Award winner. The longtime GDIT executive is receiving her ninth consecutive Wash100 Award for helping advance the company’s work in emerging technologies and supporting government modernization initiatives.
Each year, the Wash100 Award recognizes the 100 most impactful leaders in government and the GovCon community, citing both sustained achievements and forward-looking vision.

Who Is Amy Gilliland?
Gilliland has spent more than 20 years at General Dynamics, including nearly a decade with GDIT. During her tenure at GDIT, she helped expand the company’s capacity to provide defense, civilian and intelligence agencies with critical mission capabilities. She has championed a growth strategy focused on artificial intelligence, cloud computing and cybersecurity.
In her current role as EVP and president of GDIT, she oversees approximately 30,000 technologists and professionals operating in more than 50 countries. Earlier in her General Dynamics career, she held several senior leadership roles, including senior vice president of human resources and administration and chief of staff to the CEO.
Before transitioning to the private sector, Gilliland served nearly a decade in the U.S. Navy, taking on various roles, including surface warfare officer and public affairs officer.

This year’s recognition reflects Gilliland’s continued push to advance the adoption of emerging technologies, including AI, quantum computing and cybersecurity, across federal agencies. She has also helped align GDIT’s innovation strategy with evolving government modernization priorities through expanded cloud alliances, accelerated AI development and targeted emerging technology investments.
Accelerating Innovation & Strategic Partnerships
Expanding AI & Cloud at the Tactical Edge
As part of its modernization strategy, GDIT broadened its collaboration with Google Public Sector to integrate its digital accelerators portfolio onto Google Cloud, enabling tactical edge AI and secure workloads through Google Distributed Cloud at Department of War Impact Level 6. The company also partnered with Amazon Web Services during Cyber Fortress 2025 and DOW’s Technology Readiness Experimentation events to demonstrate the Defense Operations Grid-Mesh Accelerator, or DOGMA, system.
Launching Advanced Cyber & AI Platforms
In addition, GDIT introduced the VENIN Full-Spectrum Cyber Digital Accelerator to strengthen cyber threat response and released its AI Fraud, Waste and Abuse detection platform for government-wide use. It also collaborated with IonQ on quantum processing and networking applications and with Everfox to enhance insider threat detection using linguistic analysis and scalable algorithms.
Investing in Emerging Technologies
Furthermore, Gilliland noted that over the past decade, General Dynamics has invested more than $12 billion to modernize U.S. manufacturing and foster research, development and technological innovation.
“We’ve invested in a portfolio of Digital Accelerators and Mission Solutions that enable the fast and cost-effective application of advanced technologies, including AI, quantum, and cyber, that are usable in every government agency today,” Gilliland said in an article published on her company’s website.
As part of this effort, GDIT has established a nationwide network of laboratories to develop emerging technologies. The company has also opened the Mission Emerge Center in Springfield, Virginia, to support capability development for U.S. defense and intelligence missions.
In addition, GDIT launched new emerging technology and commercial partnership programs to identify and integrate disruptive capabilities into federal missions. The company also expanded its centers of excellence for AI, cyber and mission software, while collaborating across General Dynamics business units on advanced battlefield software initiatives to ensure their product portfolios remain aligned with rapidly evolving operational requirements.
Driving Large-Scale Defense IT Modernization
Gilliland’s Wash100 win was further underscored by GDIT’s contract activity in 2025. The company secured several major modernization awards, including a $1.5 billion U.S. Strategic Command contract to integrate AI, hybrid cloud and advanced cyber defenses into enterprise systems. It also received a $1.25 billion task order to modernize and secure U.S. Army Europe and Africa IT systems, as well as the first task order under the $12.5 billion Air Force Base Infrastructure Modernization program.
Additional awards included a potential five-year, $396 million contract to deliver enterprise IT services to U.S. Special Operations Command, a $143 million electronic warfare support contract with the Naval Air Warfare Center Weapons Division and a $580 million task order for integrated base defense and force protection. GDIT also earned a spot on the $8 billion State Department Evolve contract for network and telecommunication services and was awarded a potential $98.5 million contract to continue as the managed services provider for the Navy’s IT help desks under the Naval Enterprise Service Desk, or NESD.
In early 2026, GDIT secured a $988 million Navy contract to modernize C5ISR systems across surface combatant ships. Shortly thereafter, the company secured a $120 million Air Force task order to deploy a zero trust cybersecurity platform at bases worldwide, further advancing enterprise cyber resilience across the service branch.
Expanding Federal Health Transformation
Beyond defense, GDIT reinforced its civilian portfolio with a potential five-year, $1 billion deal from the Centers for Medicare and Medicaid Services, or CMS, to implement a cloud-based infrastructure aimed at enhancing healthcare delivery. The Centers for Disease Control and Prevention, or CDC, also awarded the company a $308.7 million contract to serve as third-party administrator for the World Trade Center Health Program.
