Roy Stevens Receives 2026 Wash100 Award

Roy Stevens, corporate executive vice president at Leidos and president of the company’s homeland sector, has accepted the 2026 Wash100 Award, marking his third overall win and second consecutive recognition on Executive Mosaic’s annual list of influential GovCon leaders.

The award was presented by Jim Garrettson, Executive Mosaic CEO and founder of the Wash100 Award, during a visit to the Leidos headquarters.

Why Did Roy Stevens Win the 2026 Wash100 Award?

Stevens earned his 2026 Wash100 recognition for strengthening Leidos’ position in national security and homeland missions through contract execution, capability expansion and targeted acquisitions.

Key milestones under his leadership include:

  • Intelligence Modernization: Leidos secured a potential $390 million contract with the National Security Agency to deliver signals intelligence capabilities. The scope includes advanced analysis tools, engineering support and systems integration to enhance global intelligence operations.
  • Law Enforcement Technology: The company advanced federal biometric capabilities through a $128 million FBI task order to modernize the Next Generation Identification system. This effort utilizes agile software development and biometric algorithms to support critical criminal investigations.
  • Cybersecurity Engineering: Leidos was awarded a potential $120 million contract from the Naval Information Warfare Center Pacific for cryptographic key management and cybersecurity engineering.
  • Strategic Growth: Stevens played a pivotal role in acquiring Kudu Dynamics, strengthening Leidos’ capabilities in electronic warfare and AI-enabled offensive cyber operations.
  • Aviation Efficiency: Beyond defense, Leidos contributed to national infrastructure by deploying the Terminal Flight Data Manager system at Reagan National Airport, leveraging real-time data and predictive tools to enhance air traffic safety.

Who Is Roy Stevens?

Stevens has more than three decades of experience in the aerospace and defense industry.

Before his appointment as homeland sector president, he led Leidos’ national security sector, overseeing the delivery of software and cyber capabilities to the Department of War and the intelligence community. He also served as president of the company’s intelligence group and held leadership roles in business development and strategy.

Before joining Leidos in 2016, Stevens spent nearly 20 years at Lockheed Martin, where he held senior leadership roles, including vice president of global solutions within the information systems and global solutions business.

“Roy has been a commanding presence in GovCon for his entire career, with about 20 years at Lockheed Martin and almost 10 years at Leidos in executive positions. His recent promotion to president of the homeland sector at Leidos is a clear recognition of his skills and expertise, and we’re excited to see what Roy accomplishes in 2026,” said Garrettson.
