Avril Haines Testifies at Senate Hearing on Threats Linked to Chinese Tech, Investments

Avril Haines, director of national intelligence and a 2021 Wash100 Award winner, and other U.S. intelligence leaders appeared Wednesday before the Senate Intelligence Committee to discuss the threats posed by China to the U.S., Nextgov reported Thursday.

Haines said there is “a whole series of technology sectors where China is … contesting our leadership in effect” and that the civil-military fusion strategy that funds commercial technology development efforts to meet national objectives provides China with an advantage.

She also cited how the Committee on Foreign Investment in the United States (CFIUS) helps keep Chinese investment in U.S. tech companies in check.

“Many countries are starting to do CFIUS-like processes. It’s another reason for why our counterparts are talking to us,” Haines told lawmakers.

FBI Director Christopher Wray, CIA Director William Burns and Gen. Paul Nakasone, head of U.S. Cyber Command and the National Security Agency, also testified during the hearing. Gen. Nakasone and Burns are also 2021 Wash100 Award recipients
