Barbara Supplee is an experienced industry executive who has led growth and transformation at major government contracting companies. The 2026 Wash100 winner is bringing her leadership excellence to her role as the new CEO of Serco North America.

Who Is Barbara Supplee?

Supplee’s leadership is backed by decades of experience in active military service, government intelligence and executive roles across GovCon.

Serco North America Leadership

She officially assumed her new role as Serco North America’s chief executive on Sept. 28 and has spent her first weeks meeting with the company’s workforce, deepening her understanding of its capabilities and engaging with its key customers.

Supplee said in a LinkedIn post that “learning the business of Serco” is one of her top priorities as chief executive.

In a statement, Serco Group CEO Anthony Kirby commended Supplee, highlighting her “powerful combination of operational leadership, customer understanding and growth experience.”

“Throughout her career she has led large and complex businesses supporting some of the United States’ most important defense and national security missions,” Kirby said. “We have a clear strategy in place and Barbara’s experience aligns closely with many of the markets, customers, and opportunities that are important to the delivery of that strategy.”

Career Background

Supplee joined Serco after nearly four years at SAIC, where she oversaw programs supporting U.S. Army, Navy and Marine Corps.

Before SAIC, she managed key operational portfolios supporting Navy and Marine Corps mission requirements as vice president and general manager at General Dynamics Information Technology.

Her industry leadership includes a three-year tenure as vice president at CACI International and more than 17 years in executive roles at BAE Systems.

Prior to entering the private sector, she worked as a collection manager at the National Geospatial-Intelligence Agency. She began her career as an intelligence specialist for the U.S. Navy.

2026 Wash100 Win

She won her first Wash100 Award in 2026 in recognition of her leading role in driving innovation and advancing naval modernization.

“Barbara’s extensive resume of success with some of GovCon’s largest integrators made her an exemplary choice for her first Wash100 Award,” said Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100.

“Barbara’s time in Navy intelligence and at the National Geospatial-Intelligence Agency means she knows exactly where technology meets the mission. Whether it’s securing impressive contracts for core naval technologies or collaborating with rising firms for paradigm-shifting technologies, Barbara has defined herself as an essential force in GovCon,” he added.

The company works with defense and federal civilian agencies, and its customers include every branch of the U.S. military. It offers expertise in federal IT, cybersecurity, training and logistics.

What Contracts Has Serco Won Recently?

In early October, the company secured a U.S. Air Force contract potentially worth $49 million to provide technical analytics and transition services under the Small Business Innovation Research program. The contract, which will run through Sept. 30, 2028, will support SBIR efforts to deliver technologies intended to improve speed, scale and rigor of weapon systems acquisition.

In September, Serco won a $199 million Navy contract to provide program and project management, technical engineering and integrated logistics support for the Deputy Portfolio Acquisition Executive Maritime for Modernization & Sustainment, or DPAE M&S.

The company is also supporting the Centers for Medicare & Medicaid Services’ Comprehensive Error Rate Testing, or CERT, program under a $109 million contract awarded in June. CERT was established to measure improper payment rates within the Medicare Fee-for-Service program. Serco serves as the agency’s review contractor, validating Medicare FFS claims and ensuring compliance with the Payment Integrity Information Act of 2019.

In May, the U.S. Army awarded Serco a five-year contract for software development, systems engineering and cloud services in support of the Army Planning Programming Budgeting Business Operating System, which the military branch uses to coordinate work for budget submissions and aid resource management.
