Wash100 Award Popular Vote Week 11: CACI Charges Ahead as Inserra Keeps Top Spot

Week 11 of the Wash100 Popular Vote brings dramatic movement in the top 10, with CACI’s top executives making major strides. While Booz Allen’s Andrea Inserra continues to lead with 1,189 votes, CACI’s DeEtte Gray and John Mengucci have surged into second and third place, overtaking Horacio Rozanski and Steve Escaravage of Booz Allen.

Gray gained a remarkable 125 votes since last week, bringing her total to 1,048, while Mengucci reached a major milestone with 1,000 votes. Rozanski and Escaravage now hold fourth and fifth place with 997 and 984 votes, respectively.

Top 10 Reshuffle

Gen. Charles Brown Jr., former Chairman of the Joint Chiefs of Staff, remains a solid contender at the sixth spot, now with 843 votes. The Department of Government Efficiency’s Elon Musk made a leap from tenth to seventh with 758 votes, edging out Scott Edwards of Summit 7 Systems, who now holds eighth at 756 votes.

SAIC’s Toni Townes-Whitley gained significant ground, climbing to 751 votes and securing ninth place. Rounding out the top 10 is Craig Abod of Carahsoft, who skyrocketed from 20th place to 10th with an impressive total of 711 votes.

Rising Names Outside the Top 10

Just outside the top ranks, Juan Ramirez of the DOD CIO follows closely with 710 votes. Homeland Security Secretary Kristi Noem and Defense Secretary Pete Hegseth are not far behind, with 662 and 641 votes, respectively.

State Secretary Marco Rubio with 624 votes and Venice Goodwine of the U.S. Air Force with 623 round out the top 15, showing steady gains. Tom Homan of the White House and Bill Webner of Allocore follow with 525 and 486 votes.

Stephanie Mango of CGI Federal holds at 427 and John Ratcliffe of the CIA climbs to 415 votes.

Noteworthy Advances & New Entries

David Levy of AWS made a solid jump to 389 votes, while Aperio Global CEO Earl Stafford Jr. reached 356.

Two new names entered the list: ServiceNow’s Casey Coleman and Google Cloud’s Troy Bertram, both tied at 337 votes. ManTech CEO Matthew Tait also moved upward to 330.

SAIC’s Josh Jackson with 317, Susan Wedge of IBM Consulting with 324 and Jane Rathbun of the U.S. Navy with 313 continued to show growth. VADM Frank Whitworth III is at 309, followed by Vincent DiFronzo of SAIC with 299 and new entry Anthony Robbins of NVIDIA at 294 votes.
