R4 Federal CEO Frank Whitworth Accepts 2025 Wash100 Award

Frank Whitworth, a retired U.S. Navy vice admiral who now serves as CEO of r4 Federal, accepted his 2025 Wash100 Award during the Potomac Officers Club’s 2026 Digital Transformation Summit, where Executive Mosaic CEO Jim Garrettson presented the honor on stage on April 22.

Whitworth, who previously served as director of the National Geospatial-Intelligence Agency, earned his fourth consecutive Wash100 recognition for his leadership in advancing geospatial intelligence capabilities and integrating artificial intelligence into national security missions.

Notably, the award presentation coincided with the same day it was announced that Whitworth would lead r4 Federal as CEO, marking a new chapter in his GovCon leadership journey.

Whitworth had originally been scheduled to accept the award at the Potomac Officers Club’s 2025 Intel Summit, where he was also slated to speak. However, complications stemming from the government shutdown at the time delayed both his appearance and the presentation, leading to this year’s on-stage recognition.

Why Did Frank Whitworth Win the 2025 Wash100 Award?

Whitworth, then NGA director, was named to the 2025 class of Wash100 Award winners for his role in driving innovation across the GEOINT enterprise, particularly through the adoption of AI to manage increasing volumes of geospatial data and support mission-critical intelligence operations.

At the time, Garrettson highlighted Whitworth’s impact on modernizing intelligence capabilities and positioning NGA at the forefront of emerging technology.

“VADM Whitworth is celebrating his fourth consecutive Wash100 win, a recognition of his crucial role in modernizing our national intelligence capabilities,” Garrettson said. “Under his guidance, NGA recently awarded a significant contract to provide AI and geospatial expertise, and he’s kept the agency at the forefront of tech development by hiring a chief AI officer.”

“Frank has fortified NGA as the galactic intel layer of defense for the U.S. military, and I couldn’t be more thrilled to see him continue to set the standard in GovCon leadership,” he added.

Who Is Frank Whitworth?

Whitworth is a veteran national security and intelligence officer who served as the eighth director of NGA.

His more than three-decade military career included time as an intelligence director for the chairman of the Joint Chiefs of Staff, U.S. Africa Command and Joint Special Operations Command. He also held senior leadership positions at the National Security Agency, Defense Intelligence Agency and the White House Situation Room.

Prior to his swift promotion, Whitworth most recently served as president of national security at r4 Federal, the defense and national security subsidiary of Ridgefield, Connecticut-based r4 Technologies. In this capacity, he helped defense and intelligence organizations leverage AI and data to speed up decision-making in complex environments and turn advanced technologies into operational tools in support of national security missions.
