Serco North America CEO Michael LaRouche Honored With 2026 Wash100 for Defense Leadership

Serco’s Contract Wins
Since taking the helm of Serco Americas, LaRouche has overseen major contract wins that have expanded the company’s footprint across naval shipbuilding, missile defense, and space operations.
Serco was named among more than 1,000 companies awarded positions on the Missile Defense Agency’s $151 billion Scalable Homeland Innovative Enterprise Layered Defense, or SHIELD contract, a 10-year vehicle supporting the Golden Dome layered homeland missile defense architecture.
Serco, under an indefinite-delivery/indefinite-quantity contract from the Naval Undersea Warfare Center Division Newport, also provides depot-level repair, maintenance and upgrade services to support the U.S. Navy’s Submarine High Data Rate, an antenna system critical to the U.S. submarine fleet. The Submarine High Data Rate enables the Navy’s submarine fleet to send and receive information.
The company also continues to help the U.S. Navy’s Program Executive Office Ships Amphibious Warfare Program Office manage the development and acquisition of amphibious warfare ships and systems.

Who Is Michael LaRouche?
LaRouche is a veteran executive with over three decades of leadership experience across defense, intelligence, space and technology markets.
He was named CEO of Serco Americas in September 2025, succeeding Tom Watson. Prior to joining Serco, LaRouche served as president of the national security and space sector at SAIC, where he led delivery of advanced systems integration, digital engineering, mission operations, and command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance to the Department of War, intelligence community and space customers.
Earlier in his career, LaRouche held senior leadership roles at Raytheon and Lockheed Martin, overseeing multibillion-dollar portfolios and pioneering innovations in satellite systems, cyber, automation, unmanned systems, and intelligence, surveillance, and reconnaissance. He has also led international business operations across Asia, Europe, the United Kingdom and the Middle East.
LaRouche is a board member of the Intelligence and National Security Alliance, where he serves as chair of the membership committee.
In December, the Professional Services Council elected LaRouche to its board of directors, where he will serve a three-year term. As a board member, he helps provide policy oversight and guide the council’s strategic direction, further reflecting his influence across the government services and contracting community.
He holds a bachelor’s degree in electrical engineering from the University of Michigan and a master’s degree in electrical and computer engineering from the University of Colorado.
