Since 2014, Executive Mosaic has been awarding the Wash100 to recognize leaders in the government and government contracting industry for their achievements over the past year. The forward-looking award also celebrates people who are poised to make positive contributions within their respective organizations and the GovCon landscape in the future.
“Josh has spent the last two decades at SAIC firmly establishing himself as one of the most influential execs in defense contracting — and it’s finally paid off with two consecutive Wash100 recognitions,” said Jim Garrettson, CEO of Executive Mosaic and founder of the Wash100 Award.” As EVP of SAIC’s Army business group, he is steadfastly overseeing the delivery of mission-critical solutions to the service branch, securing major contracts like a $232 million IT modernization and systems engineering award and a prime spot on the DOD’s $1.8 billion PRISM contract. His leadership continues to position SAIC as a trusted partner in advancing the Army’s technological capabilities.”
SAIC Supports US Military Missions
SAIC has positioned itself as a trusted military partner and, under Jackson’s leadership, the company secured major contracts to provide critical capabilities.
One such award is a potential five-year deal worth $1.8 billion to support the Office of the Under Secretary of Defense for Personnel and Readiness, or OUSD P&R. The award is part of the Personnel and Readiness Infrastructure Support Management, or PRISM, contract vehicle.
According to Jackson, the company is committed to providing innovative and cost-effective solutions, “to empower OUSD P&R to streamline operations, optimize readiness and ensure a resilient and agile defense personnel framework.”
In 2024, SAIC also won a $232 million task order from the U.S. Army to modernize military IT and aid in the service’s goal to build signals intelligence and electronic warfare systems. Under the potential five-year contract, SAIC will provide systems engineering and IT services, as well as identify vulnerabilities and gaps across several intelligence disciplines.
The Reston, Virginia-headquartered company is supporting the Army Reserve Command’s adoption of enterprise IT services. In January, SAIC received a $156 million award for system support that covers various USARC sites within and outside the United States. Work on the contract includes cybersecurity, improving network availability and reliability, and enhancing user experience.
Fostering Industry Collaborations to Advance Military Technologies
SAIC maintains a long-time partnership with Wind River, an advanced software company supporting government and commercial missions. In October, the companies further expanded their relationship to accelerate the development and delivery of new technologies to the Army, government departments and independent agencies.
The expanded partnership focuses on creating joint go-to-market strategies for Wind River’s DevSecOps, digital engineering, digital twins, cloud-based command and control operations, Linux, safety certifiable products and certification services.
Commenting on the partnership, Jackson said, “Together, we are poised to leverage a suite of cloud-based digital engineering tools purposely designed to address the requirements in building the Army of 2030.”
SAIC also worked with Cubic’s defense arm to support the U.S. Army’s Hardware-in-the-Loop program. Cubic Defense secured a contract from SAIC to deliver full-duplex data terminals using Bandwidth-Efficient Common Data Link.
SAIC’s numerous achievements in supporting the U.S. Army’s IT transformation and enhancing military readiness are a testament to Jackson’s outstanding leadership and make him a worthy recipient of the 2025 Wash100 Award.
Executive Mosaic congratulates the executive and the entire SAIC team for their win.
