DHS’ Rafael Borras Elected to Wash100 as Transformational Government and Acquisition Leader

Executive Mosaic is honored to announce Rafael Borras, Under Secretary for Management at the Department of Homeland Security, as the newest inductee into the Wash 100, the premier group of leaders who create value for the American public and execute strategic vision at the intersection of the public and private sectors.

Borras holds the dual roles of chief management officer –managing DHS’ close-to-$60 billion budget – and chief acquisition officer – administering DHS’ around $19 billion in procurement funds.

He also oversees DHS’ management programs and the financial, human capital, IT, procurement, security, and administrative business lines within DHS’ management directorate.

Borras has served as an organizational leader for more than 30 years and brings 10 years of private sector experience to the department, including a stint as a vice president with engineering services contractor URS Corp.

Borras earlier managed more than 1,300 government employees and provided IT, real estate, vehicle acquisition, and supply and procurement services to federal agencies as Regional Administrator for the U.S. General Services Administration’s mid-Atlantic region.

He has also served in city government, and oversaw Hartford, Ct.’s finance, police, fire, code enforcement, IT, purchasing, budget, and human relations as Deputy City Manager.

Borras held that same post for the city of New Rochelle, NY.
