Phebe Novakovic, chairman and CEO of General Dynamics, has roared back into first place over the course of this week and showed that anyone can take first place over the next seven days before the April 30th deadline. Defense Secretary Lloyd Austin remains close behind in second place and Air Force CIO Lauren Knausenberger is still a significant threat in third.
