David Levy, vice president of worldwide public sector at Amazon Web Services, has accepted the 2026 Wash100 Award, marking his seventh consecutive appearance on Executive Mosaic’s annual list of the most influential leaders across government and the government contracting sector.
The award was presented to Levy by Jim Garrettson, Executive Mosaic CEO and founder of the Wash100 Award, at the AWS headquarters on March 2.

Why Did David Levy Win the 2026 Wash100 Award?
Executive Mosaic recognized Levy in the 2026 Wash100 class for expanding AWS’ role in federal cloud modernization, strengthening classified cloud infrastructure, and advancing secure artificial intelligence capabilities supporting defense, intelligence and civilian missions.
A key milestone under his leadership was AWS’ expanded participation in the General Services Administration’s OneGov agreement, which provides federal civilian agencies access to up to $1 billion in cloud services, modernization credits and workforce training resources.
Levy has also prioritized the secure deployment of generative AI within classified environments. In early 2025, AWS made its Amazon Bedrock machine learning service generally available in the company’s Top Secret cloud region, extending AI capabilities to national security organizations operating in classified domains.

AWS further strengthened its classified cloud infrastructure with plans for a second Secret cloud region, improving multiregion resiliency for defense and intelligence workloads while enabling more secure AI innovation.
The company also announced a $50 billion investment to expand AI and supercomputing infrastructure across AWS Top Secret, Secret and GovCloud (US) environments, reinforcing its long-term commitment to supporting federal missions with scalable computing capabilities.
Garrettson said Levy’s seventh consecutive Wash100 recognition reflects the influence he continues to bring to federal technology modernization.
“As vice president of Worldwide Public Sector at Amazon Web Services, David has helped accelerate federal digital transformation, including AWS’ expanded role in the GSA’s OneGov agreement,” Garrettson added, noting that Levy’s focus on secure cloud and AI capabilities continues to shape the future of federal technology.
Who Is David Levy?
Levy assumed his current AWS role in October 2023 after serving for more than six years as AWS vice president for U.S. government, nonprofit and global healthcare.
Before joining AWS, Levy spent more than 12 years at Apple, where he led U.S. government sales and helped expand adoption of mobile technologies across federal, state and local agencies.
Earlier in his career, Levy co-founded Sulla Technology Group, a data center services company supporting higher education institutions and state and local governments.
He holds a bachelor’s degree in international economics from Texas Tech University and serves on several boards focused on healthcare innovation, including M Health Fairview Health System and Children’s National Medical Center.
