Who Is Pavan Pidugu?
Pidugu assumed his role at DOT in February 2025. As CDIO, he leads the department’s IT strategy, digital transformation initiatives and enterprise technology modernization efforts, with a focus on delivering mission outcomes through faster, more integrated and data-driven systems.
He brings more than two decades of experience spanning both government and commercial sectors, with a career rooted in large-scale digital transformation, product management and enterprise technology delivery.
Prior to becoming DOT CIO, Pidugu served as chief technology officer of the Federal Motor Carrier Safety Administration, where he led a major modernization effort to consolidate legacy systems and enhance safety enforcement capabilities. His work helped streamline inspection and compliance processes, enhance data integration and support frontline personnel with more efficient digital tools.
Before entering federal service, Pidugu held leadership roles across the retail and technology sectors. At Walmart, he led digital customer experience and omnichannel transformation initiatives for international markets, helping shift the organization toward product-centric development and DevOps-driven delivery. He also held roles at NCR, Target and other organizations, where he focused on enterprise platforms, point-of-sale modernization and large-scale IT program execution.
Across both public and private sectors, his leadership has consistently centered on aligning technology, people and processes to drive measurable outcomes and long-term transformation.
Why Did Pavan Pidugu Win the 2026 Wash100 Award?
Pidugu’s selection as a 2026 Wash100 awardee reflects his role in reshaping how the Department of Transportation approaches technology as a strategic enabler of mission delivery.
Since stepping into the CIO role, he has focused on breaking down long-standing silos across the department’s IT environment and establishing a more unified, enterprise-wide approach to digital services. Central to this effort is his push to treat technology not as a support function, but as a core operational capability that directly impacts safety, efficiency and public service delivery.
A key component of this strategy is the department’s “OneDOT” vision, which emphasizes integrated systems, shared services and centralized governance to improve decision-making and accelerate implementation timelines. Under this approach, Pidugu has worked to consolidate IT oversight, reduce duplication and modernize legacy infrastructure across multiple operating administrations.
He has also been a strong advocate for embedding AI and data-driven capabilities into transportation systems. Under his leadership, DOT has advanced initiatives to deploy AI tools that improve operational efficiency, enhance safety outcomes and support real-time decision-making. These efforts include the adoption of an AI platform to automate workflows, analyze transportation data and improve responsiveness to public needs, and the DOT’s transition to Google Workspace tools, including generative AI capabilities, to modernize collaboration and productivity across its workforce of more than 50,000 employees.
Pidugu emphasized the importance of integrating AI into mission delivery, stating that adopting AI capabilities is critical to building a safer, more efficient and modern transportation system.
Driving Federal IT Modernization Through Integration and Innovation
Pidugu’s impact extends beyond individual programs to a broader transformation of how technology is developed, deployed and managed across the department.
His efforts to unify IT governance and eliminate shadow systems are helping create a more transparent and accountable technology environment. By aligning investments with mission priorities and improving coordination across agencies, he is positioning DOT to deliver services more efficiently and effectively.
At the same time, his emphasis on AI, cloud and data interoperability is helping modernize the department’s digital foundation. Initiatives such as enterprise collaboration platforms and AI-enabled service delivery models demonstrate a shift toward leveraging commercial innovation to enhance government operations.
Pidugu’s leadership also reflects a recognition that modernization is not solely about technology upgrades, but about enabling better outcomes — whether improving transportation safety, accelerating infrastructure delivery or enhancing the citizen experience.
