Pham is a seasoned business and technology executive with more than two decades of experience in the IT sector, known for advancing mission-driven innovation and organizational growth within the federal marketplace. According to his LinkedIn profile, Pham has been recognized with honors from the Washington Business Journal, AFCEA, Society of Asian Scientists and Engineers and the Northern Virginia Technology Council. In his current VP role at AT&T, Pham oversees strategic engagement with the Department of War, various federal agencies and the broader defense industrial base.
Throughout his career, Pham has partnered with customers across the intelligence community, the War Department and federal civilian agencies. He previously spent more than a decade at ManTech as VP of technology commercialization and earlier founded NOVA AV Systems, reflecting his entrepreneurial roots. In September 2025, the company was awarded a potential $62.5 million DISA Travel Telecommunications Services-V contract to support the travel mission needs of a DISA field element.
The company also received several major contracts in 2024 that remain active in 2025, including a 10-year, $146 million Department of Homeland Security contract to provide government emergency telecommunications service and wireless priority service, ensuring reliable, mission-critical communications for multiple agencies and other federal, state and local partners, with expanded support into next-generation 5G networks.
