Leidos Exec Roy Stevens Wins 3rd Wash100 Award for Contributions to National Security Capabilities

The company accelerated its rapid scaling of AI-enabled cyber capabilities for national security customers with the acquisition of Kudu Dynamics in mid-2025. Who Is Roy Stevens?
Stevens is a Leidos corporate EVP who brings to the position over three decades of professional experience in the aerospace and defense industry. Stevens also serves as president of the company’s Homeland business, whose customers include those involving border security, international defense, air traffic, energy and critical infrastructure. The portfolio supports these customers by providing a variety of capabilities, such as artificial intelligence, IT, software development, deep analytics and logistics.
Stevens previously served as president of Leidos’ national security sector, in which capacity he helped deliver software, services, cyber and programs in support of the Department of War and the intelligence community. Earlier, he served as president of the company’s intelligence group, in which capacity he helped deliver cyber, software and hardware, and IT offerings in support of the U.S. and Australian governments.
His other prior roles at Leidos include EVP of business development and strategy and senior VP for defense and intelligence business development. He joined the company in 2016.
Stevens was previously part of Lockheed Martin, where he worked for nearly two decades, holding various positions of leadership. His final role there was that of global solutions VP for the company’s Information Systems and Global Solutions, or IS&GS, business area. In that capacity, he was responsible for business growth and program delivery for the civilian and military sectors. IS&GS merged with Leidos in 2016.
Why Has Stevens Won the 2026 Wash100 Award?
This year, Executive Mosaic is honoring Roy Stevens for his having helped bolster homeland security by leading his company to key contract wins with the U.S. government.
SIGINT Capabilities
In April 2025, Leidos secured a potential five-year, $390 million contract from the National Security Agency. Featuring a one-year base term and four option years, the single-award contract called for signals intelligence capabilities, analysis, engineering and reporting tools.
The contract also covered lab and testbed management support, deployment, training, integration and testing, sustainment of a subset of NSA systems, as well as the conduct of technical, systems administration, engineering and management functions.
Commenting on the award, Stevens said, “Tailored and unique SIGINT solutions for the military and intelligence community are critical to delivering information superiority at speed. This contract will leverage Leidos’ engineering and technical expertise, as we expand our work with the NSA.”
NGI Modernization
In July, the company was awarded a $128 million task order by the FBI. The task order called for the modernization of the Next Generation Identification system, the world’s largest electronic repository of biometric and criminal history data. The system manages fingerprint, facial recognition and other biometric data crucial to criminal investigations.
Leidos had already worked with the FBI to improve the NGI. That earlier effort resulted in the enhancement of the system’s fingerprint identification accuracy. The July contract called for the provision of agile software development, biometric algorithms, mobile applications, automated testing capabilities and integration of emerging technologies.
Commenting on the award, Stevens said, “Leidos has long partnered with the FBI to deliver mission-critical biometric systems, including NGI—the largest, most efficient electronic repository of biometric and criminal history data.”
Cryptography and Cybersecurity Support
Executive Mosaic is also honoring Stevens for his having contributed to the cybersecurity capabilities of the Department of War, the intelligence community and civilian agencies. In early 2025, Leidos secured a potential $120 million contract from Naval Information Warfare Center Pacific, which called for cybersecurity engineering services and cryptographic key management architecture and engineering.
Commenting on the contract, Stevens said, “Leidos specializes in providing full spectrum cybersecurity solutions and has long supported cryptographic key management for the Navy. We look forward to providing an efficient and modern-day key management solution to our warfighters.”
Bolstering Offensive Cyber Offerings
Stevens was also instrumental in Leidos’ acquisition of cybersecurity and networks company Kudu Dynamics. Breaking Defense reported in May that the acquisition was worth $300 million and through it, Leidos sought to bolster its electronic warfare capabilities and its AI-enabled offensive cyber offerings. Stevens explained to the publication that combining Kudu’s abilities in vulnerability research and exploit development with Leidos’ areas of expertise was “a really good match.”
The Leidos executive also said taking the acquisition route rather than developing capabilities in-house was the superior strategy.
“We feel like this acquisition moves us in some certain sub-elements of offensive cyber about 18 months forward on what we would have been able to do with our organic investment,” Stevens said.
TFDM System
Also worthy of note is the contribution to aviation safety by Stevens and Leidos. In February this year, the company announced the deployment of a system it had developed for the Federal Aviation Administration’s Terminal Flight Data Manager, or TFDM, program. The system serves as a digital alternative to paper flight strips used by air traffic controllers. The system also offers the same controllers with real-time data and predictive modeling tools.
The capability was deployed at the Reagan National Airport in Washington, D.C., in 2025. Its purpose is to bolster the safety and efficiency of flight operations.
Commenting on the deployment, Stevens said, “The FAA operates the most complex airspace in the world. By accelerating TFDM at Reagan National and airports across the country, we’re helping the FAA reduce controller workload, streamline operations and enhance safety while making air travel more efficient and predictable for millions of people.”
