Luthra is being recognized for aligning secure cloud transformation, artificial intelligence integration and regulatory readiness to support mission-critical operations across the Department of War and federal civilian agencies.

Securing a $1B Army Cloud Modernization Contract
Under Luthra’s leadership, SAP NS2 secured a 10-year contract from the U.S. Army valued at $1 billion for access to the RISE with SAP portfolio and support the service’s transition to cloud-based enterprise systems. The effort enables the Army to transition from legacy enterprise systems to a secure cloud environment compliant with Federal Risk and Authorization Management Program and Defense Information Systems Agency standards.
The contract advances enterprise resource planning, supply chain management and analytics capabilities while streamlining administrative systems in support of the warfighter.
“By leveraging RISE with SAP, the United States Army will gain the agility, resilience, and innovation in the cloud to better serve the warfighter,” Luthra said. “We remain steadfast in our commitment to provide secure, scalable, and mission-ready solutions.”
Strengthening Federal Modernization Through Partnerships
Luthra has expanded SAP NS2’s modernization footprint through strategic partnerships and ecosystem collaboration.
SAP NS2 partnered with Palantir Technologies to integrate AI-driven systems into secure SAP technologies to support cloud modernization, enhance operational efficiency and accelerate decision making.
In the past year, IBM has also become a hyperscaler option for customers transitioning to the SAP Cloud Enterprise Resource Planning Private using RISE with SAP. The hyperscaler option enables users to move their SAP S/4HANA workloads from IBM Power servers to the cloud within 90 days.
In October 2025, SAP NS2’s SAP S/4HANA Cloud, SAP Analytics Cloud and other tools were added to the Department of the Treasury’s Financial Management Quality Service Management Office Marketplace, broadening agency access to compliant cloud enterprise services.
A OneGov agreement between the General Services Administration and SAP, signed in December, is further expanding access to SAP NS2 products and services for federal agencies. Under the agreement, SAP products will be available at an 80 percent discount for 18 months.
Collectively, these initiatives reinforce SAP NS2’s role in enabling secure digital transformation across defense and civilian missions.

Expanding Secure AI Adoption for Regulated Agencies
In a company blog post, Luthra identified secure AI deployment within regulated environments as one of SAP NS2’s strategic priorities for growth in 2026.
SAP NS2 is integrating AI across core processes to enhance productivity and operational insight while making its SAP AI Core platform available to government customers operating under strict compliance mandates.
A primary focus is on supporting customers navigating the Department of War’s Cybersecurity Maturity Model Certification, or CMMC, requirements. With roughly 200,000 defense industrial base suppliers affected, SAP NS2 is positioning compliant cloud environments to help organizations meet Level 2 and higher certification thresholds.
Who Is Harish Luthra?
Harish Luthra has led SAP NS2 since 2011, overseeing the company’s engagement with customers from defense, intelligence and federal civilian agencies. He also leads initiatives to deliver intelligent enterprise capabilities within U.S.-based secure cloud environments tailored for regulated government customers.
He began his career at SAP in 1997 and founded the SAP Federal Professional Services practice in 1999. Luthra later served as national vice president of SAP’s Public Services Consulting business.
Luthra is a member of the Potomac Officers Club’s 4×24 Leadership Group. The 4×24 Leadership Series is a program for senior-level executives of consequence across GovCon. The program is organized into 23 groups across critical focus areas to bring together like-minded leaders and ensure members make meaningful connections that lead to lasting partnerships.
