The federal government has struggled to complete the required security clearance processes for its massive workforce. The security clearance backlog has recently been reduced due to the Defense Counterintelligence and Security Agency (DCSA) efforts to streamline and digitize the clearance process.
During Potomac Officers Club’s Trusted Workforce Forum, the federal government and private sector leaders will gather to discuss Trusted Workforce 2.0, 1-3-5 principle and ethical artificial intelligence concerns.
The Forum will host an expert panel moderated by Jeffrey Huth of TransUnion, featuring Heather Green of DSCA, Beth McGrath of Deloitte, David Buckley of KPMG Federal Services, Richard McComb of the DHS, Cindi Stuebner and Pegasystems and Mark Frownfelter of NCSC.

Moderator: Jeffrey Huth
Jeffrey Huth is TransUnion’s Public Sector vice president. As VP, he aligns and creates TransUnion data and analytics solutions to meet the needs of government and public sector entities from local to federal.
Huth is a public speaker and author on the use of data and analytics to address challenges in government. He possesses experience in analytics, big data, data integration and authentication in various technology companies from startups to large corporations.
Panelist: Beth McGrath
Beth McGrath is Deloitte’s global leader for the Government and Public Service Industry and managing director. She is experienced in strengthening synergies across global industries through the lens of readiness and focusing on client mission needs and solutions. She also advises the federal government and commercial organizations on strategies that promote innovation as a member of the U.S. Federal Strategy & Operations practice.
Panelist: David Buckley
David Buckley is the managing director of KPMG Federal Services. In this role, he leads KPMG Federal’s forensic and risk strategy teams, specializing in investigations, forensic applications and risk mitigation strategies concerning internal and external threats to business operations. Buckley is also a former inspector general of the Central Intelligence Agency and federal career law enforcement senior executive.
Panelist: Richard McComb
McComb is the chief security officer for the Department of Homeland Security. As CSO, he is responsible for security-related programs impacting over 235,000 DHS employees. He has a senior agency official designation and has oversight over all DHS security programs, including those undertaken at all DHS Components.
Panelist: Cynthia Stuebner
Stuebner is the senior director and industry principal of Pegasystems defense business line. Her work at Pegasystems includes building and driving the strategy and execution of digital automation platforms across national security organizations. She focuses on improving visibility throughout the enterprise to accomplish goals. Stuebner possesses nearly two decades of program management and business development in the public sector.
Panelist: Mark Frownfelter
Mark Frownfelter is the assistant director of the National Counterintelligence and Security Center (NCSC) Special Directorate. Frownfelter’s duties include supporting and advancing strategic priorities on behalf of the DNI’s role as the Security Executive Agent (SecEA). Such as promoting security uniformity and reciprocity throughout the Executive Branch to enable the sharing of vital intelligence.
William Lietzau, director of the Defense Counterintelligence and Security Agency, will deliver the Forum’s keynote address. He will discuss the vision for trusted workforce efforts, upcoming significant initiatives, and the commercial industry’s role in developing secure workforces. Julie Coonce, senior director of TransUnion, will introduce Lietzau before his address.
